Jennifer Tonnis, Management Advisor, joined Management Partners in early 2007. She has been involved in a diverse range of projects including development reviews, organizational assessments, financial reviews and optimization studies. Since the fall of 2007, Jennifer has worked with the City of San José to provide assistance developing and implementing strategies to address a structural budget deficit. She is skilled in survey development and analysis as well as benchmarking, best practices research and focus group facilitation.  She holds a master’s degree in public administration from San Jose State University.  While there, she completed several research projects with the Survey and Policy Research Institute with the San Jose State University Foundation and completed a needs assessment for a graduate program within the University.
