At the core of any business, including government, is the effective management of resources. Management Partners assists clients in analyzing their finances and planning for the effective, efficient use of taxpayer or customer dollars. We help clients in government-wide financial analysis and planning, including the development of long-term financial planning projections for general fund, restricted and/or enterprise funds, as well as capital funds.
A budget is the major instrument of policymaking and often management direction. Management Partners has assisted many clients in improving their budget practices and/or format, including the implementation of performance budgeting. As part of financial planning and budgeting, we study the cost of services and the fee structures that support them. We have helped cities and counties establish development impact fees, as well as identify methodologies for updating existing fees. Management Partners has developed a measurement methodology for tracking organization performance in executing an adopted Capital Improvement Program. This methodology measures the success of the organization in delivering projects on time and on budget.
Through an interim services management agreement, Management Partners assisted the Port of Sacramento, California, develop and implement a transition and economic recovery plan for the Port. We completed a project for the City of Fresno, California, that recaptured general fund CIP expenses that led to the transfer of over $1.7 million from restricted funds to the city general fund.
In the area of fee studies, Management Partners has applied a cost-of-services analytical model to evaluate the actual cost of providing discrete services, so that policy makers can devise cost-recovery policies based on accurate information. We have assisted many clients with this work, including Pima County, Arizona; Wichita, Kansas; and Ketchum, Idaho. For Loudoun County, Virginia, we conducted a benchmarking analysis that enabled the county to make financial estimates and service level projections for subsequent years.
