Process Improvement

The business of delivering public services involves multiple steps that, when taken as a whole, constitute the process by which customers (whether internal or external) are served.  Understanding the workings of business processes is an important first step toward improvement.  Management Partners uses process analysis as a technique for developing a program of operations improvement, including process mapping.  An effective way to accomplish process improvement involves a technique that we have adapted from the General Electric Company called the GE Work-Out™ process.  This decision-making technique is both immediate and cost effective.   We have utilized the GE Work-Out™ with numerous clients in helping them improve the development review process as well as other processes.  It is a powerful tool that engages staff in identifying and implementing solutions.  Management Partners can help you apply it to a myriad of situations in your organization with excellent results.

Management Partners has helped improve the operations of the development review process in numerous local governments, using a well-tested methodology that we have created.  We adapted this methodology to fit unique circumstances in the City of Banning, California, which found itself experiencing a substantial increase in development activity.  The city organization in Banning had been designed for slower paced development and involved various departments working separately and independently.  Management Partners was able to help the city restructure its internal development process to address the needs of a very dynamic environment, thereby improving the quality and timeliness of their customer service. 

A number of organizations, such as Rockville, Maryland, Mammoth Lakes, California, Nevada County, California, and Tucson, Arizona have also used our assistance in improving their development review process.  For the City of Long Beach, California, Management Partners conducted an optimization study of city code enforcement and inspection programs.  This involved the detailed study of over 22 separate programs in 8 different departments.  For more information on the scope of our work for these organizations, please refer to our Clients page.
