Management Partners offers organizational analysis (also called performance audits, efficiency studies, and organizational reviews) designed to identify improvements to an operation’s efficiency and effectiveness. The first step towards the improvement of operations is to analyze existing operations. This is normally done by interviewing the managers and staff members who have responsibility for the specific functions under review, as well as by reviewing the management system (including policies and procedures, resources, performance measures, and other pertinent documents) currently being used. Process analysis and employee focus groups are often used to identify more specific information about the workings of an organization. Management Partners is experienced in performing organizational reviews of individual departments as well as total governmental entities. Just to name a few, we have reviewed Police, Fire, Public Safety, Public Works, Finance, Water and Sewer, Parks and Recreation, Library, Zoo, Airport, and Community Development departments, as well as City Attorney’s Offices, Human Resources agencies and General Services Administrations.
Management Partners has worked with both large and small jurisdictions to implement organizational change. Our most dramatic experience has been our work with the historic merger of the City of Louisville and Jefferson County, Kentucky. This merger created the Louisville government – the sixteenth largest city in the United States. We have worked with the Mayor and his leadership team, with managers and with employees from throughout the government, including every department throughout this large and complex bureaucracy to ensure that “merger matters” for the residents and taxpayers of Louisville-Jefferson County. We have systematically reviewed operations and are currently implementing a performance management system that includes project management and performance measurement for each of the 210 programs and services provided by the 7,292 employees of this government.
